Question: Can it be used for cats?
Answer: Yes it can.

Question: Can this be assembled in a different configuration? Ie... Can panels be added/removed?
Answer: I think yes. I did remove two panels at the end, to connect to chicken house.
Now I have two nice trails for vegetable garden.

Question: can it hold a thirty five pound heeler?
Answer: Hello, this kennel is about 8' long x 4' wide. I think that the frame will hold your dog, but I would be concerned about him digging underneath. I would recommend possibly burying part of the bottom of the kennel. It's really going to come down to how badly your dog wants to escape (I have a heeler too, they are wily!). Question: Can I put a panel on top instead of using the cover?
Answer: I have not tried this but thought about it. If tried.. it should provide protection from sun, rain, and be able to keep any predators (foxes/coyotes etc.) from gaining access through the top. This is most important if you leave a pet for any time unprotected.. if your not in eyesight! Love your pet but also protect.
